General Health Insurance (GSS) Application

1. GSS Application Requirement

International students must apply to the Social Security Institution (SGK) within 90 (ninety) days following their initial registration at Tarsus University in order to be covered under General Health Insurance (GSS).

⚠️ Please note that students who fail to apply for GSS within 90 days of registration will not be eligible for a residence permit.


📄 2. Decision of the Higher Education Council (YÖK) – dated 14 March 2024

According to the official decision sent by the Council of Higher Education (YÖK) to Turkish universities on March 14, 2024, the following measures apply:

a) International students who enter Türkiye or are in the process of entering must apply for General Health Insurance (GSS) during their university registration.
b) Students covered by GSS are responsible for paying the insurance premium directly to the Social Security Institution (SGK).
c) Students must submit their official GSS certificate to university officials responsible for registration and residence permit applications.


💡 3. Important Notice: GSS vs. Private Health Insurance

It has been observed that some students prefer to purchase private health insurance due to the expiration of the 90-day period or the relatively lower cost. However:

  • Private insurance coverage is often limited,

  • Additional fees are frequently required for many medical treatments in both public and private hospitals,

  • As a result, students may face financial difficulties during treatment.

👉 For this reason, students are strongly advised to apply for General Health Insurance (GSS) at SGK before the 90-day deadline from the date of their initial university registration.


4. GSS Annual Fee for the 2024–2025 Academic Year

  • For the 2024–2025 academic year, the annual GSS price was 9,600 TL.

  • This amount must be paid in full by the student directly to SGK.
